The End of Eternity, a novel by Isaac Asimov.

The story has the potential to be a precursor to the Galactic Empire, a connenction that is hinted at in Foundation's Edge.

An earlier, shorter version of the novel was rejected by Galaxy, but was eventually published in The Alternate Asimovs in 1986.
